The nationwide framework: what a subject should teach in a given year group. It applies everywhere the state and the school set nothing more specific.

Each of the 16 states specifies content and priorities. The exact percentage grade thresholds are almost never binding statewide: that deliberately stays the school's business.

School · your grading conference
This is where the concrete grade threshold is set, within the pedagogical latitude of the school and the teacher. Whatever you or your school decide applies first.

You can picture Laura as a fast-learning pedagogical super-assistant: it knows the general standards and learns yours on top. Your school rules apply first, only then come the state level and then the KMK level.
